No person shall keep on or about the premises owned or occupied by him any garbage unless the same shall be kept in a metal dumpster or plastic garbage receptacle, as provided by the city or contracted service provider approved by the city manager. No person shall keep on or about the premises owned or occupied by him any garbage for a period longer than the frequency of collection as established by the city manager.
