The city manager is empowered, subject to the approval of the council, to make such rules and regulations, not in conflict with the provisions of this title, relative to the collection, storage and disposal of garbage, ashes, rubbish, refuse and waste matters as are necessary to protect public property or the safety or health of the public; and failure to comply with such rules and regulations shall be a violation of this chapter. Subject to the approval of the city council, the city manager may establish rates for municipal garbage, rubbish and ashes collection and provide a method for the payment and collection of such rates.
