(a) All elections of city officers shall be nonpartisan. The Council shall provide by ordinance for:

(1) The nonpartisan nomination of candidates for elective city offices;

(2) The printing and custody of ballots;

(3) The appointment and payment of necessary election personnel;

(4) The conducting of city elections;

(5) The counting and canvassing of ballots cast;

(6) The procedure for the recounting of ballots cast in the event a recount is demanded;

(7) The declaration of election results;

(8) All other matters necessary for the holding of city elections.

(b) The Council may provide for the use of voting machines in lieu of paper ballots. (Amended October 4, 2005 election)
