(a) To be eligible to vote at any city election, a person shall be registered as a qualified voter of the city. The Council shall prescribe in the code the procedure for voter registration by the City Clerk and authorized representatives. A person, who meets all of the following requirements, may vote at any city election:

(1) Is qualified to vote in state elections under AS 15.05;

(2) Has been a resident of the city for the thirty days immediately preceding the election;

(3) Is registered to vote in state elections at a residence address within the city at least thirty days before the city election at which the person seeks to vote; and

(4) Is not disqualified under Alaska Constitution, Art. V.

(b) The Council shall provide in the code for absentee and early voting by registered voters.

(c) No person shall be disqualified from voting at a city election merely because of a change of residence within the city.

(d) The Council shall provide in the code for the purity of elections and the prevention of fraudulent voting. (Amended October 4, 2005 election)
