Whoever in any place open to the public view or to which the public has access, marks, writes, draws, cuts or makes any obscene word, sentence, design or figure, within the limits of the city, shall be deemed an ordinance violator. (Ord. 210 § 4, 1978; 1978 code § 9.28)
