All premises shall be maintained by the owner or agent free of rubbish, refuse, manure, wood debris and filth accumulation. If, after 10 days’ notice from the health officer, the owner or agent of a premises fails to correct any of the above conditions, the city may cause it to be done and the cost thereof assessed as a lien against the property.
