It is unlawful to maintain or use any residence or place of business or other building or place where persons reside in the city, congregate or are employed in the city which is not provided with satisfactory means for the disposal of human excreta, either by a flush toilet connected with the sewage system, or a type approved by the Alaska Department of Environmental Conservation, or a privy which meets the specifications of the standard sanitary privy of the Alaska Department of Environmental Conservation.
