A. Any person or water utility that owns or operates a public water distribution system in the city shall not add fluoride, in any form, to the water system.

B. The operators of public water distribution systems within the city of Palmer shall provide a copy of the annual water quality report, called the Consumer Confidence Report (CCR), to the city.
