The provisions of this chapter, except PMC 3.29.130, are severable and if any such provisions or any sentence, clause or paragraph thereof shall be held unconstitutional or ineffective by any court of competent jurisdiction, the decision of such court shall not affect or impair any of such remaining provisions.
