The construction of a project shall not be subject to any requirements relating to the ownership or use by the city of buildings, structures, grounds, works or improvements, imposed by any ordinance or resolution of the city, or to any other similar requirements, and any requirement of competitive bidding or other restriction imposed on the procedure for award of contracts for such purpose or the lease, sublease, sale or other disposition of property of the city is not applicable to any action taken pursuant to this chapter.
