The municipal government shall be known as the “council-manager government.” Pursuant to this code and subject only to the limitations imposed by the laws of the U.S. Government or the state, all powers of the city shall be vested in an elective council and mayor. They shall, among other things, enact local legislation, adopt budgets, determine policies and appoint the city manager, city clerk and city attorney. The city manager shall execute the laws and administer the government of the city. All applicable laws of the federal government or the state pertaining to home-rule municipalities are incorporated in this code as if fully set out herein.
