“Home-based commercial business” means an activity conducted for profit by the residents of a property in a rural residential district which has received a conditional use permit for operation of the business, unless such activity is a permitted use. The business shall be secondary to the use of the dwelling for living purposes and shall be conducted in a manner that does not reasonably interfere with the primary residential character of the area.
