“Encroachment” means and includes emulsive applications such as petroleum-based or other semi-permanent liquefied, solid, loose, frozen or crushed materials, including such materials as snow, gravel, topsoil or vegetation; a tower, pole, pole line, pipe, pipeline, driveway, private road, fence, billboard, stand or building, or a structure or object of any kind which is or has been placed in, on, under or over a portion of a city sidewalk, street or right-of-way.
