The neighborhood park development fee is applicable to the construction of new residential dwelling units. The fee is not applicable to mere additions to single-family or multifamily residences, except where the addition adds a separate dwelling unit or units in which case the fee is applicable. The fee is not applicable to the mere reconstruction (e.g., after a fire, etc.) or remodeling of existing single-family or multifamily residences, where the number of dwelling units is not increased.
