Any person or persons who obstruct or resist any peace officer in the discharge of his duties or who refuse or fail to aid any such officer in the discharge of his duties when called upon by such officer to do so, or who by any means aid, abet or assist any person in custody of a police officer in an endeavor to escape from such custody, whether such escape is effected or not, shall be deemed an ordinance violator.
