A. Cash in lieu of accumulated personal leave may be obtained, under emergency conditions outlined in writing and approved by the city manager and finance director, so long as the employee shall retain at least 80 hours of annual leave following cash payment.

B. Cash in lieu of accumulated personal leave may be obtained, under nonemergency conditions outlined in writing and approved by the city manager and finance director, up to twice per calendar year, so long as the employee shall retain at least 80 hours of annual leave following cash payment.
