The city manager is empowered, subject to approval by the city council, to make such rules and regulations, not in conflict with the provisions of this chapter, relative to utility mains, connections and extensions which will be served directly or indirectly by the city utility systems, as are necessary to protect public property or the safety or health of the public, and no person shall fail to comply with any such rule or regulation.
