The city manager, or an officer designated by the manager, shall make the determinations mentioned in PMC 12.20.030 and 12.20.060, and shall have the power to issue all orders and do all acts necessary to carry out this act, including, but not limited to, the power to bring action to enforce this chapter in the courts of the state of Alaska.
