(a) To be eligible to file a nominating petition for election to a city office, a person shall be a qualified voter of the city and shall have been a resident of the city or of territory annexed to the city, or shall have had a combination of residence in the city and in the annexed territory for a period of not less than one year preceding the date of the filing of such petition.

(b) A person appointed to fill a vacancy in an elective office must have such qualifications at the time of his or her appointment.

(c) The Council shall be the judge of the election and of the qualifications of its members.

(d) Any person who has been recalled after October 4, 2022, from an office or who has resigned from office while recall proceedings were pending against them shall be deemed ineligible for all city offices, boards and commissions for two years from the end of the designated term for removal by recall or resignation.
